Picture Manager jpg file problem

I have Office 2003 and after four years of trouble free operation, I have a
new problem. When family and friends send me jpg pictures, Office Picture
Manger can't find them any more after doing it for years. The error message
is "The path you specified is not valid or supported by Picture Manager.
Verify that the location is a valid Windows SharePoint Service picture
library, that the folder exists, and that the path is correct, and then try
again." How do I fix this problem?

By uninstalling IE8 and reverting back to IE7


Yes, it's associated with the install of IE8.
Many systems (not the majority) are affected. And so far there is no
fix - except uninstalling IE8.

The problems can be reduced to JPG and TXT files (all other files types
opening fine with a workaround):
Right-click on the shortcut that you use to open Windows Mail.
Select Properties. In the field labeled 'Start in' change the entered
value to %UserProfile%. Click OK. Restart Windows Mail and try opening
attachments.

Does it make a difference that I use Outlook Express instead of Windows Mail?
Thank you for your assistance. Unfortunately, I treat a P/C like a screw
driver; as long as it works, I don't bother to learn how it was made i.e it
took me a few minutes to figure out what IE8 meant.
