Picture manager says Outlook has open dialog box. wont email pic

Picture Manager error msg.
(attempt to send Message with picture on my stationary)
"The message could not be created. If outlook is running, make sure it
has no open dialog boxes, and then try again."

Nothing open that I can see. Even tried with Outlook closed.
The problem just started.
