Picture Manager: Set as desktop background?

Does anyone know how to set a picture as a desktop background without
changing the picture? For example, if the picture is too narrow to fill the
desktop, then office will stretch it, but if I try to center it, then office
zooms in on it. I really don't know what tile does, it seems to just zoom
way in on the picture and only shows the very top of it on the desktop.
I just want the picture as is, even if that means leaving some space on the
sides.
