Is there a way to combine several pictures on one page from MS Picture
Manager? (I have MS Office 2003)

Picture Manager is more a photo organizer than a image editor..

you might want to try fotofusion it is better suited for creating collage's

When printing from Picture Manager, you can choose to print more than one
picture per page.
