Is it possible to put a graphic directly over top of another graphic in word
2003 and how would you do that?

Yes it's possible. Insert picture one. Insert picture two. Position picture
one over the top of picture two. Your pictures need to be floating (as
opposed to inline) with 'Allow overlap' checked.

I don't understand "floating picture" and where is "allow overlap" at?
