Pictures again and again

What happened to Publisher. Why does it now hate images so much.

no overlaps, edited in the pub file, compressed images. What am I missing
and why is Publisher now pulverizing images?

It never use to have these issues. version 2003

Checked with my host company thought maybe it was a space issue, I'm barely
scratching the surface. so it's a publisher issue.
