pictures and extra text

I'm working with a website that includes pictures. Does anyone if it's
possible to get an "extra feature" like this: every time the marquee is on a
picture (it's not an hyperlink) a small textbox shows. I know how to do this
if the picture is a hyperlink, but not if it's just a plain picture.
