Pictures blocked when they shouldn't be

I recently received an email newsletterin which the pictures were blocked, even though I have picture blocking turned off under tools>optons>security>download pictures. I added the newsletter sender to the safe senders list and the pictures are STILL blocked. Anybody know what gives? Thanks.
