Pictures in headers & footers grow to 125%

I am using a workbook in Excel 2007 with 2 sheets and both have pictures in
the headers and footers. When I lock the workbook and send it to others to
use, the pictures change to 125% of the size and ruin the formatting.

I have tried reducing the size of the pictures when I insert them, but it
doesn't help.

Does anyone know how I control them so they stay at 100%.
