Add the graphic to a background page and attach it to the foreground page.
The Header& Footers within Visio are quite limited. They were added to
address a specific problem (being able to number the pages when a Visio
drawing spanned multiple pages.) Background pages are the normal way in
Visio to handle H&F type features.
