Right click the image, select Picture properties and set the border to zero.

If you mean the blue hyperlink box, right-click the
picture, choose Picture Properties, and on teh Apeparance
tab, set Border Thickness to zero.
If you mean the picture backgroud, you'll get the best
results by opening the the picture in a picture editor,
converting it to 256 colors, and then designating the
palatte number you want as transparent. Check the picture
editor's Help files for details.
In FrontPage, you can:
1. Open the Web page.
2. Select the picture.
3. Display the Pictures toolbar.
4. Click the Set Transparent Color toolbar button.
It's usually about 60% of the way across, and it
looks like a marker pointing to the lower left.
5. Click any spot within your picture that's the color
you wish would be transparent.
