Pictures locking to top of page

Try converting the picture to a graphic, select the
object, press CTRL+SHIFT+F9 and should stay where you
place it. Better yet insert the picture into a table

that the picture is near the text it relates to. I have
the picture set to "Square" and it works fine if I move
the image anywhere in the middle of the page, but if I get
anywhere close to the top of the page, the picture "jumps"
to the top and seems to lock there. I have to drag it
down such that there are 2-3 sentences of text above,
before it will stay in place.
