Pictures with Photo Editor Use to work

Does anyone know where I can get Photo Editor, is there somewhere to download
it for free. Cause I need it for pictures on our Database. before when we
put the pictures on a form in our database and you would see the picture, now
you just see the Jpg icon. I need Photo Ediot back please anyone know where
I can get it? thank you
