Pictures with wrap set to 'behind text' will not print or preview

I am trying to get a picture set behind text. When I do this (in labels)
nothing prints that is over the picture, nor does the picture itself print.

I found the answer!

Tools > Options > Print and make sure that Drawing Objects is selected
