Image processing software, of which there is much available. For that
particular conversion, it wouldn't surprise me if a little web searching
would turn up one that you could download for free.

But, you might also seek a more appropriate newsgroup, as this one deals
with Microsoft Access database software.

Several ways; the freeware program Irfanview
(http://www.irfanview.com/) is pretty competent.
