in your new field populated by the IF statement use something like..
=if(<year> is < 1995,"Prior","Yr"&<year>)
Then the year values will all be strings and "P" comes before "Y"
or create a pivot table showing all years, select 1994 and 1995 wit
the mouse, right-click and select Group and then change the create
label to "1995 and earlier" or equivalent
