Create a folder on the server, i.e., downloads
Your pdf file, I'll call it file.pdf
Upload it into the downloads folder.
Open your Publisher website file and place in a location of your choice this
sentence (or you can use an image).
You may downloads file.pdf here.
With the mouse collect the word "here" or all or any part of the sentence
and then select Insert, Hyperlink.
In the Hyperlink box type,
http://www.yourdomain.com/downloads/file.pdf
Now replace your website files and then open your website and double click
on the link you created; the pdf file will download and open.
