Playing a sound for *every* incoming message

A customer needs to play a sound for avery kind of message arriving,
including RSS.
As the user does not stand in front of the PC, they want to notify him with
a customer sound when a message arrives, regardless any other property of
the message.
They attempted to create a rule spacifying the .wav file to be played and
set it as the first rule, but the sound is played only for part of the
incoming messages, with no apparent reason.
Can anybody please suggest the right way to definie a rule to play a sound
for *every* incoming message?
