Please fix autoreply with template in Outlook 2007

It has been broken for over a year now, as acknowledged by Outlook MVPs.
KB969907 (June 2009) seems to have been the original culprit (now part of
SP2).
The template fails with "rules in error". Suggested workarounds have failed.
