please help me - system authorizations and working on 1 system with 2methods

Hi,

I am in a new position in a new place and have some new questions...

This company (about 500 people) want to have 2 different methods for 2
different project types. the difference is in
task type (fixed units vs. fixed work), different cost, different
views, different authorization and more.
1. what do you think will be easier to manage - 1 project web access
to all or to have 2 project web access for each type of project?
2. if we will work in 1 project web access - how will I manage the
task type - fixed unit OR fixed work - will I have to change it
manually each time I will add a new task? or to change it manually
each time I will add a new project? what will happened to a task that
a resource will add thru the server? what will happened to a project
that a project manager will add thru the client?

3. Please advise - as the system administrator -
I cant find an authorization named system administrator - isn't it a
default in project web access? (I see project manager, executive etc.)
also, our IT person said that there is a difference between a resource
who defined as the system administrator to the preliminary resource
that with it we built the system - is it?
is the preliminary, first resource that established the system has
authorization to go into the physical company server?

I know - many questions in short time :)
