Please help on the hanging indent

Hi;

For the file at
http://www.windwardreports.com/downloads/hanging_indent.zip why does
it not put the first line at 1/2" as there is a tab at that location
which is after the virtual indent?

I tried retrieving this, but all I get is a "Website not found"
notification?
