Please HELP!! Trouble carrying column breaks across pages

When you use a multi-column format, is there a way to set up something in a template that will automatically keep text in the same column you set up on the first page of a document throughout other pages (similar to how Heading Rows Repeat works when you cross pages in a table)

I created a template where the majority of the text is in a right-hand column, with just the section titles in the left hand column. However, text started in the right column continues to the left column as soon as the page breaks.The only way I've been able to push it to the right is to manually insert column breaks at the beginning of each page. This is tedious because breaks change with each version of the document drafts

I don't want to use a table or text boxes for the left sided text because we need to generate a table of contents and, as far as I know, Word won't generate one automatically using either of these methods (if it will, please let me know how)

You can create a TOC from text in a table, but not from text in Text boxes.
There is nothing odd about the method - if you use the built-in headings for
your section titles the default settings will get you started.

An alternative way to get the format I think you want you want is to use a
single column with a wide left margin, and add a frame to your heading
styles so they appear alongside and to the left of the text. Text in frames
will also be picked up in the TOC.
