Please pop before sending

Sometimes I get an error message stating the email could not be sent and to
pop before sending. What does this mean and why do I get it? I've check
with the receiving party and their aren't any problems with their email
account or provider.
I'm using Outlook 2002 on Windows XP Professional

Go to the "Outgoing server" tab for your account (press "More Settings" in
the account dialog) and specify that your server requires authentication
and use the "log into incoming server before sending" option.
