Is this discussion forum moderated? If so, can the moderator please remove
the post, dated 11/27/2009, titled "WHAT IS BO*****". If children are using
this forum, it is highly inappropriate to allow such posts.

No, this forum is not moderated. You are basically posting to Usenet,
regardless of the "wrapper" you use (in this case Microsoft's
"Communities").
