I have been using Peter Vukovic's module for relinking backend databases and
all of a sudden it is not working. Checking the references I see that the
Microsoft Activex Plugin.ocx is missing. It is no longer on my computer.
In checking plugin.ocx on the Internet I find that it was causing a problem
with Internet Explorer and Microsoft "set the kill bit" on plugin.ocx on one
of its updates. What is this and can I find it (the file) again or is there
a workaround?

I'm not familiar with either Peter Vukovic's module or plugin.ocx. Are you
sure that his module actually requires that ActiveX control?

Try removing the reference to it and compiling your application (under the
Debug menu). If it compiles cleanly, odds are you didn't need it in the
first place.
