PM have Read/Write permissions to another project plan

In PWA 2003, I have a project manager who will be going on leave. While on
leave she would like another Project Manager to update her plan. The other PM
should receive all the update notifications from the team members who are
updating their tasks, as well. How do I go about setting this up?

What do I need to do if there was actually 2 project managers managing the
project at the same time? How could I configure PWA 2003 to do this on a
project?

Project Server 2003 doesn't support that scenario. You would have to split
the project into two separate work packages (each one a project), and then
manage them together as a programme (a master project). This solution is not
elegant in PS2003, it's much better in PS2007.

Project Server 2003 does not allow you to have two PM's who manage every
task in the project, but it DOES allow each PM to manage different sets of
tasks in the project. For example, PM#1 might need to manage Phase I and
Phase II, while PM#2 must manage Phase III through Phase V. To support this
scenario, your project Server administrator would need to change the default
permissions in Project Server and allow every PM to be able to open and edit
every project in the system. To accomplish this, he/she would need to do
the following:

1. Log into PWA with administrator permissions.
2. Click Admin - Manage Security.
3. Select the My Projects category and click the Modify Category button.
4. In the Projects section, select the "All current and future projects..."
option
5. Click the Save Changes button.

After your Project Server administrator does this, each of the PM's who each
need to manage a section of the project will need to do the following:

1. Open the project and selects the tasks that he/she will manage.
2. Click Collaborate - Publish - Republish Assignments, selects the
"Selected Items" choice from the pick list at the top of the dialog, selects
the "Become the manager for these assignments" option, and clicks the OK
button.
3. Save and close the project.

After each PM completes the above set of three steps, Project Server 2003
will route task updates to the correct PM for each section of the project.
