POP E-Mail and the OAB and GAL

I have 1 client, the company President, who has POP mail.
Why, I do not know, but I am setting up a new laptop for
him and I copied his .pst and data files to the new
laptop, but I cannot download and create an OAB or see any
of his contacts that he can see on his old laptop.

Any help will be greatly appreciated...
