Pop up Box Just Like on This Page

Newbie here:
I need to do a pop-open box just like on this page. What I mean is, when I went to add this question, I cliked, "New." and this box popped up about 35% of full screen size. How is this done. I am a newbie, so please explain like I am an idiot (not a stretch:)).

You can see another example of exactly what I want by visiting www.marketingwithpostcards.com and clicking the link about six paragraphs down that says, "Click Here for My Background."
