POP3 logon problem OL 2002

Recently upgraded a bunch of stuff with my system and had
to re-format HDD and re-install all my programs. Using
Office XP/Outlook 2002, my .pst folder imported
everything okay, and I set my account settings just as
before, but now I cannot get mail from server. When
I "Test Account Settings" in the mail account setup, it
runs the following:

Establish network connection/Completed
Find outgoing mail server (SMTP)/Completed
Find incoming mail server (POP3)/Completed
LOG ONTO INCOMING MAIL SERVER (POP3)/_________
Send test e-mail message/Completed

It doesn't give me an error message, as though it tried
to connect and failed; it just doesn't even seem to try
to log on.

Server settings:
POP3 - mail.lycos.com
SMTP - smtp.buffalo.edu
(I get free dial-up through school, but I have to route
outgoing stuff through their SMTP. I don't think the
different server operators is the problem, because I've
been using these settings for ~6 months without problem).

I've wondered if it is an install failure, but I've
installed and re-installed both with and without SP3. No
luck. Anyone have ideas?
