POP3 Server Randomly/Periodically rejects Login

I am running Outlook 2003 and Vista. I use several email accounts that use
several POP3 servers. One of the POP3 servers will at times give me an error
code. It doesn't do it all the time. When it is working, I can hit
send/receive 20 times in a row and it works fine, but occasionally/randomly
Outlook gives me the following error.

Receiving' report error (0x800ccc92) : 'Your e-mail server rejected your
login. Verify your user name and password in your account properties. Under
tools, click E-mail accounts. The server responded: -ERR There is a problem
with your account on the backend mail server. Please call tech support'

Others use this POP3 server with no issues. What's going on?
