Populate Email Signiture

I've been tasked with finding a solution to allow us to populate all new
starters email signiture. Anyone know of any solutions that will allow this?
Alternatively, can I develope a solution (.Net) to allow me to do this?

We are using Exchange Server 2003 and Outlook 2003.

This application is by default pulling information from Active
Directory and deploys from a single DB (Access or MS SQL depending on
the number of users):
