Portfolio server 2007: defining start and finish date of the"defaults portfolios"

how and where can I define start and finish date of the "defaults
portfolios"??? (I mean the portfolio associated at the Organization
Hierarchy ...)

I'm trying to add a project and it fails saying to insert the
portfolio start and finish date....
