Positioning pictures in 2007

I'm trying to create a newsletter style email, with a nice textured
background, carefully formatted text and pictures mixed in with captions.
I've done similar things in Word 2007 before, so I know where all the tools
are. The problem I'm having is in positioning the pictures and their
captions within the body of the email. Try this, and see what I'm talking
about:

Start a new email, and insert a picture. Scale it however you want, add
borders, etc. When you right click on the picture, the context menu includes
an expanding entry for "Text Wrapping". If you click on "More Layout
Options" in the expanded menu, you get the familiar positioning options,
where you can tell the program how you want it to determine the location of
the picture within the page. However, UNLIKE Word, when you click on the
Horizontal "Absolute position" radio button and click ok, as soon as you try
dragging the picture to where you want it, it reverts immediately to the
"Alignment" setting and snaps to crazy places. Even if you manually set the
"Absolute position" to and value greater or smaller than what it starts with,
the picture stubbernly refuses to move. I've tried nearly every combination
of options availiable in that dialog, but nothing seems to change it. I have
the exact same problem with a Caption. It seems there's no problem with the
Vertical "Absolute position" setting, on either pictures or captions.

I don't know if this is a known bug, but I've installed SP1 and all the
updates after that came out.

Other notes: The picture was originally around 800 pixels across, was a
jpeg, I scaled it by about 55%, I set it to the "square" text wrapping. Same
for the "caption" box.

I did search exhaustively for a solution before posting this, but if there
is a solution or work-around that you know of, please do let me know!

Well, I have since found kind of a work-around. I create a large table,
divide it in half, and then alternate which side of the table I have pictures
and text. It's a little tedious to set up, and you have to constantly check
where the text is going so it doesn't go below the picture it's next to, but
at least the picture doesn't jump all over the page. Also, in regards to the
captions, I have given up on them completely and am now using text boxes.
They work 100 times better, and the formating is easier.

If anyone else has a better solution, please do reply!
