Possible to view other person's tasks?

I'm not the PM of a project.

In "My tasks", is it possible for me to view tasks assigned to generic
resources by PM before? How about other person's tasks?

Not possible in My Tasks unless you are the default assignment owner.

You can check other resources' assignments from the resource center.

Currently, we meet a situation that we want to set a man that he could
reassign tasks which were assigned to generic resource by PM to certain
engineer.

How? Any advice?

you could choose not to use generic resources and used named resources,
setting the default assignment owner to the resource manager. The res
manager could then delegate the tasks in PWA.

Team resources may also help out with your scenario.
