Possible use of video in a lower CSS layer

I presently use a 1000x128 .jpg image as the background for the main header
on my community web site. It remains the same for all sections. I change it
periodically. This summer I have been changing it nearly every day.

I use CSS to put it as the background in CSS layer #1. I then put another
images, a .png with transparency, to get the wording for verious topic
sections in CSS layer #2.

I am wondering if anyone has a way to make VIDEO as the background in that
layer #1, rather than the static .jpg image?

Can this be done?

If so, does anyone have an example, or have a URL where this is explained
like in a tutorial?
