That's like asking what car should I buy 
Is your site for your business
or just a personal site, or are you looking to get started as a web
developer? Do you need any sort of database/script functionality or just
plain HTML?
To get on the web you'll need a domain http://www.godaddy.com is good for
this then a web host, it's hard to recommend a host until we know what sort
of service you need
