Does Outlook calendar allow a network of workers to go into the calendar and
add their name to any date on a calendar, what and how flexible is Outlook?

Not sure if I exactly understand what you're asking but you can use an
Exchange Server to setup a shareable calendaring solution. That and other
ideas are mentioned here:
