Posting to multiple calendars

Ok, so here's a wierd (IMHO) issue:

My client has multiple rooms that they need to maintain hourly schedules.
The last IT staff set each room up as a user with an Exchange mailbox and
calendar. The proceedure for scheduling a meeting in a room is to invite
attendees and invite the room as a resource. The room accounts are set to
automatically accept the meeting request. This approach has worked fine, but
now they want to add a new wrinkle.

We have created a "Master Calendar" which contains all the events in the
building, including those of the individual rooms. The solution was to
invite the master calendar, as well as the room, as a resource. The problem
is that many users forget to invite the master as well, so the master
calendar is incomplete.

My problem is this: Is there any way to automatically populate the "Master
Calendar" any time a meeting is scheduled in one of the rooms?

I tried creating groups that included one room and the master calendar, but
that made it confusing when choosing who to invite as a resource from the
address list.

I tried forwarding all emails to the Master Calendar as well as to the room,
but that doesn't work for meeting requests.

The objective is to add the functionality of a master calendar without
requiring the user to do anything new.

Any help would be greatly appreciated,
