In the newgroups, every posting has a "Subject", a "From"
entry and a "Sent" entry.

The "Sent" entry contains a date and a time. Whose "date"
and "time" is that; is it the submitter's, Microsoft's or
????'s.

That time is PST. Pacific Standard Time. The time that the
message is posted by the MS servers on the west coast of
the U.S.

Hi!

Using Outlook Express, I think that the sent time is Pacific Standard
Time adjusted by the time setting for your computer. If your computer
clock is accurate, the time will thus be your "local" time for the
time the post was received by the Microsoft server. I find that there
is about a three minute delay in receipt in Sydney.
