PowerPoint. You have the option, when you save your file as a Template (.pot)
Presentation (.ppt) or SlideShow (.pps)

What is good software for editing a .pot file so that I can change a
design

template?

To change the pot file itself, just use PowerPoint. You can access the
contents of the template via View - Master.

To change a photo (or similar graphics file) for a design template, you can
use Paint Shop Pro or Photoshop and insert it into a PowerPoint template.
