PowerPoint 2000 can't see comments inserted with PowerPoint 2003

I'm working in PowerPoint 2003 on presentations I receive from third
parties (don't know what version of PowerPoint was originally used - is
there a way to tell?). I insert comments and forward the .ppt files to
others who look at them with PowerPoint 2000. The Reviewing toolbar on
their systems shows blue forward/reverse arrows, but when they click
those, they don't get moved from slide to slide. Furthermore, if they
go directly to a slide that has one of my comments, it's not visible.

They swear they have Markup turned on.

Any ideas as to what might be going on? Any diagnsotic activity I
should ask them to undertake? (They're in Boston, and I'm in rural C.
Texas, so I can't go look over their shoulders.)

The comments are different between the various versions of PPT.
Specifically, the comments used in 97/2000 are different than those in
2002/2003.

I used this code to make an add-in to convert comments before I send
presentations off to people. Just follow the link in the article to "how do
I use VBA in PPT," which in turn will lead to an article with a link about
creating add-ins.
