PowerPoint 2003 not opening in IE

On computers that have PowerPoint 2003 Sevice Pack 1 loaded, the .ppt file
will not open in IE. I am lauching the file from Flash with into a blank
window. I can launch the .ppt from other comptuers that DO NOT have the SP1
loaded. When launched from the computers that have the SP1 loaded, the path
in the URL is correct, but the error message states:
Action Cancelled
Internet Explorer wsa unable to link to the Web page you requested. The
page might be temporarily unavailable.

We are all running the same version of IE.
