What is the "END USER LICENSE AGREEMENT" for 2003 viewer?
I am wanting to add it to a CD so customer don't have to
download it. Is this ok or Not

Yes, you are free to distribute the Viewer on your CD. This is not an
"official" response, but that is the point of the viewer.

Yes, you can distribute the CD with the Viewer. Unfortunately, all users
will see that message and will need to reply "yes". However, it only occurs
once on a system. The second time they play the CD on their system, the
message will not appear. There is no way to kill the message, since it is a
legal requirement of Microsoft.
