Powerpoint Stack Charts

I am trying to create a stack chart with mutliple years that begin
below zero. Example 2004 bottom stack needs to be -8.6 to -2.1,
middle needs to be -2.1 to +1.0, top 1.0 to 5.0. I can't get it to
work, the middle negative range keeps stacking below. Can anyone help?
