Oh, I hate the templates download at Office Online. I haven't quite figured
out what's going on with the PPT templates there*, but it seems that some of
them will show up in the "available for use" part of the slide design task
pane automatically after you download them, whether you actually save them
or not.
Others you have to actually save yourself. So just to be sure, you can
download the thing and then do a File/Save As. Select POT Template from the
"as type" dropdown in the Save As dialog box and then save the template to
your harddrive. Here's some info on where they're stored.

To apply a template, open the existing presentation and then use
Format/Slide Design if the slide design taskpane isn't already selected.
Click on the template you want to apply to the presentation. Or click the
arrow that shows up to the right of the template icon when you hover over it
with your mouse -- it gives you options.
*I think it's the difference between actual POT files and PPT files with
content in them. I think the POT files save and show up for use
automatically, whereas the others you have to physically save yourself.
