Any inserted graphic recognized as a photograph automatically gets a
theme-dependent and apparently not entirely configurable border distinct from
the default line used for a shape. For example, with my current theme
settings, all photos get a gray border about 3 pixels thick, and there
appears to be no way (so far) to reduce that completely to a 1-pixel black
line.
