prb with adding new pst OL2003

When I go to Data/File Management and try to add a new pst the TYPES OF
STORAGE IS BLANK, thus not allowing a new pst. This used to work, now no
longer. I am sure I did something. Any ideas

Did the administrator invoke the DIsablePST policy setting? That would make
it impossible to create new PST files.
