Pre Condition Cells White when blank

Using some conditional formatting on cells

however when a cell is blank is there any way to keep it
white

I am using conditional formatting so that when cell is
greater than target it goes Green and Lower = Red

however when blank it goes green.

Any advice?

Yes, make the first condition equal to "", and set to no colour
