Pre-Loaded Cells using Drop Down Menus

I've come across a spread sheet that is using drop down
menus in many of the cells. These cells have pre-defined
items to choose from.
How did they do this? I can't seem to find the function
to recreate this.
Any ideas?

Data > Validation (in Excel 2k, at least). In
the "allow" dropdown, choose List.
