Preserving Toolbar Layout (Outlook 2003)

How do I preserve the layout of my toolbars? Every time I open Outlook I
arrange them in the way that I prefer, but upon closing and reopening, I
always need to change them again.

Remove the addin that is messing it up - usually BCM or Acrobat.
